Desalination
is seen by some to be 'competition' and in this sense will set a price
ceiling when all other factors such as security and environmental issues
have been taken into account.

Although
transportation by new steel-hulled tankers ( i.e. unused and straight from
the builders) is likely to cost as much as four times as much as by VLFBs
and tugs it may appear to laymen as more secure until large bags have proved
their reliability. In this sense the environmental economics of new
tanker transportation will set the threshold parameters which will have to
be improved upon in the advocacy of large bag transportation.
